I look at it like this... There are two solutions here - the carrot or the stick. Offer them the carrot (food, tech, lift the sanctions) and tell them to disarm themselves and make peace with South Korea. If that fails, give them the stick - all out war.

there is no reason for war, it needs sensible offerings, like you mentioned to begin. If this doesn´t work, the next option is give the sign off. No trading, no communications, shut NK off from the rest of the world, with explanation
