EU are just a bunch of parasites looking for any excuse to squeeze more easy $$ from google.
Why not just cut all the bullshit and go all in, by introducing a per visitor tax, the tax would be "progressive" (small sites would pay little to no tax, big sites would pay higher rates)? Same exact logic could be used as for income taxation, except this would be a tax on information. It would "level the playing field", allow smaller players to compete, etc.
It probably sounds ridiculous now, but I wouldn't be shocked if ideas like that get pitched in the socialist EU soon.
