If they will buy it elsewhere, but it is not bought from the USA, than that means there is less co2 production in the USA (if farmers have to stop their business), therefor the USA will have less CO2 consumption. That Japan might buy in another part of the world doesn't matter, the USA wil get their goals, what that other country does is up to the Paris agreement. Stop making excuses like; if i don't sell cocaïne, somebody else will sell it anyway.
