Beef is just one product, so leave that aside for a moment.
Is Japan buying more than it's selling to the US? Yes, to the tune of $7.2 billion dollars. So turn around and put a trade tariff on Japanese good so they sell less.
At the moment people are losing jobs in factories, America is losing taxes, just to sell less beef than you buy in say cars.
