The USA has had a military policy of outspending the rest of the world -- China is catching up fast. Our smaller nation adversaries are using asynchronous countermeasures such as nuclear as well biological and chemical weapons. One small group of men can kill more people in a major US city than any aircraft *projected force*, using conventional, expensive weapons, can kill on enemy soil.
You cannot fight an asynchronous warrior with an aircraft carrier.
