Constitutionally its an interesting question actually I would say that he can't but that would be for the SCOTUS to determine almost certainly.
On the flip side I suspect that this is just Trump doing what he has done many times before and creating a big todo by posing a hypothetical in public in order to divert attention from something else. He hasn't pardoned anyone nor has he made any OFFICIAL effort to do so...I suspect he is just playing the media in a masterful way
