Let's just start with what is a "Bill or Legislation" and what is a 'Executive Order".
You don't seem to know the difference so go figure that one out before telling me you have more intellect.
First, Trump is not 'KING', he is not a legislator, he is a executor. His job, in the case you did not know it, is to enforce that laws that Congress passes.
It is Congress's job to Legislate. And in that, all bills concerning spending must start in the House of Representatives.
If the President wants to Legislate or propose legislation, he must find a sponsor for it in either the House or the Senate. Could you show me the text of any of that proposed sponsored legislation ? I certainly would like to see what the media, CSPAN and the congressional records have been hiding from me.
Since the Congressional Record only shows 41 Bills passed, where are they ?
Did he even send someone over to the House to help change some wording on any of it ?

I will say he has signed more executive orders, most of which repeal previous executive orders. Funny, he said they were a overreach when Obama did them. Now it's his favorite TOY.

Which are all changes to the 'enforcement' of existing legislation.
For a President may not legislate. Only execute. That's his job. He could 'lead' by pushing Congress for specific type or wording of specific legislation. I don't see that either.

So far, the only thing he has asked Congress for is Repeal & Replace the ACA.
But he really did not need to. Congress has been repealing it over 50 times in 6 years now.
And the last I looked, it was not going so well. Wonder who gets the blame for that.
Surely the only thing that has changed since last year is that Trump is President and the Republicans have a larger majority in the House and Senate. Should be as easy as pie !
Legislating is a bit harder to do than just say no to everything now isn't it.

We refer to the ACA as Obama-Care, but he did not write it. Nor did he have it sponsored. He did push Congress for specific provisions that if it were contained therein, he would sign it. One of them was the preexisting conditions clause and another was coverage till age 26 of parental insurance. There were a few others.
That is proper leadership by the chief executive.
It is a 8th grade education level to know how the government works.
It becomes easy to be mislead when you fail to understand the fundamentals of 'how stuff works'. And you can not go on to bigger and bolder things correctly until you do.
