They make it so if you accidentally hit someone who is blocking the road it removes some of the criminal/civil issues. IE in most cases the driver is almost automatically at fault for hitting a pedestrian. Those laws change it so it's less legal responsibility to the driver if it's known the person was purposely blocking the road.
It doesn't give you the right to run them over, you are still legally required to avoid a accident.. Please stop breading..
