Hm, I would say realistically it would be 20 men on one end vs the tree because the tree has no give. Even if the ten men on each side are of equal strength, they will lose footing, sway back and forth, etc.
I can also think of reasons it could go the other way, too, because of the amount of rope exposed to force. I doubt either of these are the answer you are looking for, though
Edit: I see we settled on "c". I guess we were assuming there were no variables such as give or the amount of rope used.
