I do not understand the legality of all this. They were in transition and this guy wanted to create a back channel to be able to speak to another foreign power?
So, are they not allowed? I would think having direct contact would be a good thing for them? The ability to reach out to a foreign power directly should be good for moving forward and being able to solve issues before they get messy.
I do not know the rules though. Are they mandated to use specific channels?
