Where do you live, dude? In Nazi Germany? Of course the therapeutic massagers must be licensed, because the adventurer can hurt your health, but what's wrong with sex massagers? They just rub you with their intimate body parts and allow you to do the same to them. It's totally like a striptease. Do strippers need a license in your country?
