well, it isn't just france..it is the UK too and a lot of the rest of Western Europe. It is a big deal because it doesn't get this hot ...infact until this week it had never been over 100 in UK in all the time records have been kept. Now, imagine California pretty much noone having AC because it was never really needed before. Now you think people wouldn't find it a bit difficult?
