oh LOl I didn't read the entire article, the judge will be overturned without even needing to take it up a notch, the president can't withhold federal funds from anyone, congress can. If you knew anything you'd realize congress controls the purse, hence the pending shutdown of gov't coming up. They will simply partisan vote to not fund all things that are in the so called sanctuary cities/states.
