Actually if you took cash you'd end up with ~$25 million after taxes too (9.3% CA and 35% IRS - Thanks to Dubya).
Sure it's a lot of money, but damnit man.. don't advertise $91m if I'm going to end up with $25m! It's like misrepresenting the truth.
We're the only country in the world that advertises annuity jackpots instead of cash value jackpots. And we're one of the few (if not the only one) that taxes lottery winnings.
