The best strategy is to find sites in your niche, contact those sites and strike deals directly (then closely monitor clicks and performance). Try to get monthly paid tests instead of being locked into a six month or longer deal.
As for how much "shit traffic" you can buy? Tens of thousands (or more) of skimmed, circle jerk traffic. The kind where you hit a link, a window pops up and then fifteen more windows and you can never close them all. Etc.
Sites that want to boost their traffic numbers to impress ad networks, advertisers or potential buyers of the site will buy mass amounts of shit traffic. All they want are the numbers, not 'sales'
per se.
