If every wanna be Muslim extremist terrorist thinks all they have to do is run people over to get the cred of being a terrorist what do you think is going to happen?
Make it difficult for them to be acknowledged by us as an official terrorist and fewer people want to goto the extreme of blowing themselves up. You could get 100 people who want to be a terrorist to run people over, only 1 out of those 100 would blow themselves up.
