Most cities don't make much money from traffic tickets. They do get a small percentage of the money, but if the person fights the ticket then the amount the city spends defending the ticket will likely be more than they get from the ticket.
The people that really profit are the states and counties. At least half the value of a traffic ticket goes directly to the state and/or county.
All that said, ticket quotas are a real thing. Some of my best friends are cops and while they say there isn't a "quota" in that they have to write a certain number of tickets, they do have contests to see who can write the most tickets, who can get the most DUIs etc. They also will get on officers that don't write enough tickets.
