Take ISIS jihad OFF the criminal code and declare it as an act of war ( as ISIS did) and apply military rules of combat... to wit:
1) following the 3,000 potential jihadist and waiting for them to commit a crime, instead round them up and put them into POW camp.
2) same with the 50,000 who are downloading the Al Qaeda inspiration magazine
and keep them locked up as enemy soldiers until the war is over. Anybody born in UK or a UK citizen ? Do not bother with POW camps, just declare them traitors and deal with the accordingly.
