I think censorship has helped a lot--at least for creativity. It's made Japanese AV studios think outside of the box and also focus less on close-up shots. I think more people would prefer seeing full-body shots and shots of the face of the actress over something they can find in a textbook.
A general consensus for the current 'attack on AV' is the government trying to clean up its image before the Olympics. Uncensored has been targeted and censored studios have upped the self-regulation by making mosaic thicker once again. Titles released by many big studios since last fall have had some pretty thick mosaic as the thin mosaic being used looked close to invisible when watching on a smaller device.
