Maybe, but that has not, and by now should be clear, will not happen. That confirms that the "health of the population" angle when dealing with the legality of drugs is pure bullshit.

But that WAS the case in the
United States during the 1920s with prohibition. And prohibition failed miserably, with the government losing tax revenue, criminal gangs growing stronger by dealing in the illegal substance and the accompanying violence.
