I don't think you were hacked at all.
Scams like this are from the inside.
One of the Pay Pal account reps was simply scanning accounts, looking for accounts with small balances, finding yours and sending your access info to a partner to tap your account.
These small time crimes are usually inside jobs. Pro thieves are not going out of there way to hack and steal your $650.
But, a casual inside thief can steal $200 here, or $500 there... and the money is so small for PayPal, they simply refund the account with very little public investigation.
There are 1000's of employees at Pay Pal and it would be so easy to obtain account info on any level from any employee or an employee contact that has account access.
Most of the Pay Pal positions are outsourced by people who make $ 100 a month, so the temptation and motif are there. $ 650 is a lot of money, but to somebody that works in India, that is a small fortune. Stealing here and there would turn a shitty job into a gold mine.
I think it's an inside job for sure. Pay Pal will send you the money back, I'm sure, and they will launch their own private investigation that you will never know about.
