The go-ahead was given by Obama. They were waiting for a moonless night. That didn't happen until Trump was in.
The real story here is that the targets appeared to know the US was coming for them (and that's not my speculation. those involved have said as much to the media). Someone from within the government may have leaked the plans to the bad guys. I would guess it was an Obama loyalist working (possibly with a group) to undermine Trump's presidency.
