Sure, because those freeloaders are used to live for Russian money (like Cuba, Vietnam, some African countries and even the Eastern European ones). Now we are capitalists and do not giveaway anything for free. Isn't this obvious? No money - no honey.
There is a "communist" China on the another border of North Korea, but the Chinese comrades are not willing to provide them the good for free as well. How come?
