Before 1923 immigrants arriving freely from Europe (primarily) we interned on Ellis Island and were subsequently ''vetted'' by the ''government police [not sure if they had the official capacity as we do today]''
A compromise solution would be to intern, under humanitarian conditions, and for no more than a reasonable time, these immigrants and refugees -- and -- allowing a revetting of their suitability to be given green cards and the right to reside in the USA. The landed immigrants/refugees would have full constitutional rights, including habeas corpus rights.
That would be a diplomatic solution and one we are unlikely to see from shit-for-brains.
