Hitler never signed an order to kill Jews but it is not unreasonable to suggest he was an anti-Semite.
The men that poisoned Litvenenko worked for the FSB. Putin was there boss. They were treated as heroes in Moscow and given immunity from prosecution.
And it really does not matter that he was a spy or ex-spy. The British government were really not to keen on foreign powers administering nuclear poisons to their enemies on the streets of London.
