Granted, I don't see why they would really ask if it's obvious (you hosting 1 domain, and requesting 1 IP addres...), but it's hardly something to be too upset over.
Every host has to do it, if they play by the rules. However, making it as easy on customers as possible are definitely words to live by.
With us, we'll give you any IP's you want so long as you justify them via some means. If you say you want a dedicated IP per domain, and provide us with a list we'll oblige. However, if you're on dedicated and say you need 16 IP's, we're going to come back and ask you what each is being used for.. Just so we can go back to ARIN and get more when the time has come. Otherwise we're stuck contacting every single customer to get usage information on thousands upon thousands of IP's when we run out and need more, a task that can take weeks if not months to complete.
Just letting you know why they asked.

Phil you're right it's easy, just say mydomain.com needs it's own ip, they'll gladly do it. Their dedicated servers come with as many ip's as you need as long as you can tell them what they are for.
I got my shit hosted with two different hosts and both have been treating me very well.
I have a dedicated with isprime and virtual with oxeo.
edit: btw Im using more then 128 ips with no prob
