In 1951 Israel signed and accepted the Fourth Geneva Convention (GC IV) when they viewed it (especially Article 49) as benefiting their survival as a state. Now they don't feel bound by GC IV. When they lose a future conflict--which all states do--they will scream that they are covered by GC IV.
