Do you really think Ukrainian army (a country with 45 million citizens) wouldn't be able to take out some starved-out rebels holed up in a city? There is a full fledged russian army operation in there with neverending supplies, tanks, artillery, multiple launch rocket systems, Surface-to-Air missiles, snipers, etc etc. And they are bored out of their mind, so they just attack random shit every day (like shelling some nearby Ukrainian towns for fun)
