You are wrong here. In 70's only Jews were able to leave the country (don't you know they are the God's chosen nation?) Ethnic Russians had no right to relocate form the USSR. So they are not Russians. They are Jews and they are Soviets. So in fact, the people you are used to call Russians are not Russians at all ;)
As the chief of NYPD said in some Discovery documentary, the Russian mafia of NYC is a name of the criminals of mostly Jewish nationality who came from the USSR (not just from Russia but from all the former Soviet republics) in 70's. You will barely meet an ethnic Russian living in Brooklyn...

P.S. The Soviet Union was established due to the Communist Revolution. You will be surprised, but almost all the Communist leaders (including Lenin and Trotsky) were not Russians. They were ethnic Jews that lived in Russia. Actually if you read anything about WWII, you must know that Hitler hated Jews because he has considered them commies. He has turned into an antisemite after a commie coup attempt in his motherland Bavaria, because most of commie leaders were ethnic Jews.
