There are multiple reports out there. The 35 page report was not created by a 4chan idiot, he changed a few things on an existing report and it got linked around the internet. That's not the report the FBI/CIA are using..
You should actually read some of the articles and follow whats going on before you get trolled by 4chan idiots again..

It does seem that there are more than one report about Trump's ties to Russia, and it also seems the FBI / CIA was investing this long before it became public knowledge. Funny how the FBI didn't mention it.
