The documents are dated June 20 2016. One can assume this is completion and delivery date.
The author claims he went to the FBI with it. So given his statement one can assume they've had it since or maybe even before completion because he said as he got deeper into it he went to them.
Now if you want to claim (imagine) some of the information has been changed since then go right ahead. That means his original has been tampered with so he is also a innocent bystander.

this article in October where Reid says he knows they have it and is demanding they investigate.
(Keep in mind they have already had this report for months by now according to it's author and it has likely already been investigated)

Seriously, do you actually believe that they pulled out the most damning parts and put it in this 2 page summary calling it "disinformation" and left the other 33 pages of nothing to be investigated?
