My favorite thing is to get some SeaBreeze (witch hazel or any other facial astringent will do) and soak some of those cotton make-up pads with it, and then put it all in a ziploc bag in the freezer. Between the coolness of the SeaBreeze and the cold from being in the freezer, it's heaven on a hot day. Run the pad all over your face and neck and upper chest...brrr!

You can also dampen a rag and sort of hang it in front of the fan -- the air blowing through the rag will be cooler than normal.

Get a spray bottle of water, keep in the fridge, set the spray thingie on it to mist, and then spray yourself with it. Bonus points for spraying it into the fan and then letting the cool mist blow back at you.

I know all of this because I lived in Texas for years and years without a/c, so I've been where you are. Good luck staying cool!
