If employers knew they would be liable for back employment payroll taxes on under-the-table wages paid -- maybe they would not hire illegals in the first place...
They would just tunnel under any border wall if they knew a 'pot of gold' was on the other side ... Waste of money and a feel good answer that won't work out anyway (or never happen).
