Well in FL, there is a 40's-50's beach bum "type". It's sort of a mix of redneck and surfer, again not trying to rag it's just a stereotype we have here. A typical thing with these types is doing some Mary J and maybe a bit too much beer. They tend to also be rowdy..

My guess is that type didn't mix well in cowboy Texas and he's been sleeping it off in jail. Texas cops will fuck with people that get out of line, specially if they aren't from the good ole boy click. Even more so if it's in a smaller town setting (ie not Austin or a bigger city)..
