not really. i met recently some Cuban guys and they were going to Mexico from Cuba by... Russia and Serbia. it is because Cuba has year limits of how many people can leave for foreign country... they may try illegal way, but it is still risky...
and as for the expats: expats work everywhere, even in shithole places like United arab Emirates, Nigeria or Sierra Leone.
find me average Mexican who would like to go to Nigeria instead of US ;-) and this what makes country good or not.... can it provide living for average citizens ?
