I would at least understand it if they switch someone to revshare + payout whatever is earned till then unless there is some shady way of generating signups involved (email spam or whatever)
In our case, we only used banners (provided by them), real clicked text links with correct anchors and a bunch of pops on ad networks. They know this but they simply " wait " for our signups to make enough money.
Some funny shit if you ask me.
