Even to this day a militia called up in most of the World, it is expected to outfit themselves however possible. We live in a highly populated area and could probably put 500k men up pretty quick (from 16-60) and I know for a fact that the several armories in the area are no where near large enough to house that many weapons...
Someone already said it tho several times, you can make them illegal but that wouldn't cut down killing very much if at all. When we were teenagers, the teachers would take two guys to the gym and put gloves on them. (I disapproved of it then but hey female preogative eh?) But when properly shamed one way or the other either by the teacher and kids or by losing, the two generally made up and all was forgotten by weeks end.
People just have to go that one step further anymore, just like some do in this business.
