Your 'inside information' is wrong. The letter comes from Interpay (NL), which is almost the only merchant provider who still alows bestiality transactions.
Because of the heat they have been getting from Visa lately, they are being forced to stop the services they provide for bestiality sites (although it's completely legal under Dutch laws).
The officiall letter will go out in December or January (a month before they terminate all bestiality merchants).
