It works similar to a Sales Tax, but sales tax is specifically levied on the customer by the gov't, the retailer is merely passing it through themselves.
Gross Receipts is levied on the retailer (who does have the right to pass it on to the consumer).
Slight difference in usage, but effectively the same in most cases.
In Albuquerque, the tax is 5.8125%, we also have a State Tax as well.

sounds pretty much like our GE tax... it's not a bad system.
