In the province of Ontario (not sure of the others); a woman being topless in public is no longer a criminal act.
Nobody actually does it though-lol.
This was enacted more out of an equal rights agenda rather than the government reacting to a cultural shift.

One must also keep in mind that while a woman cannot be charged for walking topless down the street; if she is causing a scene which disrupts traffic etc, then she can be held accountable for those consequences. Remeber that when you try to stage a photo shoot on Yonge St.
