Both Globill and ACPay were really based in the US though and more than likely had additional problems with VISA US... IMO
Dutchillling - different story.... If VISA does not want any connection to the type of content Dutchbilling was allowing through, that's could well be a VISA wide issue and I don't think that's much to do with cross border regs.
Who knows what's gonna happen... it's too unstable to see which ones are being targetted because we ain't got the full story.
