Dubai will be one of the hottest places on earth in the summer - don't forget that it was a desert before it was a city. Heat approaching 50°C in summer is not uncommon and the humidity will absolutely kill you. Of course they don't go to the beach in summer, the sand will burn you! The best (and only in my view) months to go are December or failing that, then January.

December will average around 26°C (ish) and is ideal because you can enjoy the Christmas celebrations and the new year fireworks which are always spectacular.

Dubai isn't insanely expensive and it offers the whole range of hotels from the very cheap to 7 star and none of which is particularly far from the central area (Sheikh Zayed Road). If you want to know some suggestions, feel free to ask...
