This you really got the wrong way around.
In most European countries, checks are considered old fashion, unsafe, and are not used any more.
And yes because of that it is expensive and very hard to even find banks that accept them. Also the costs are crazy.
(Like wise that the use of creditcards in Europe is very little compared to the US, we consider banks as the biggest thiefs, just after the tax office

So it is CCbills problem, they are stuck in the 1900...
They need to realize the is more than just US affiliates.

I could also say: hey I'm sorry your shitty US banks don't know what a pin with chip is,
and over half of all US credit-cards were hacked the last 3 months of last year...

That could be the only solution left, so adding a payoneer or paxum be nice.
