pretty stupid... let say that I know ARafat will be assassinated tommorrow... I bet $5 millions that he will be assassinated tommorrow while telling US and Israel autorities to go protect him tommorrow.... and then lose my $5 millions! and risk of being traced...
Plus, Terrorist usually have already alot of money... or dont care about money at all...
