They've tried civilian review boards at police depts before. It didn't work out and was costing tax payers thousands of dollars for no reason. The people had the city's employment manual and rules and regulations regarding police procedural reviews. They broke the rules, unfairly targeted certain cops based on their own agendas and ended city had pay the officers money because they broke guidelines. So basically getting ex judges, retired cops, lawyers and regular Joe off the street did well... It all came to cop hating 101.
And years of bad shoots? Come with the statistics. Also come with the statistics of black on black, black on white, white on black, white on white, Hispanic on white, and white on Hispanic crimes. And see who wins. Out of respect for the boys in blue. You're out of touch.

Out of respect for the boys in blue, most cops are great people that hold themselves to a high standard and are risking their lives to protect civilians.
The bad cops need to be weeded out more proficiently, before they kill or maim. A renewed code of conduct with civilian re-education needs to happens so all citizens aren't afraid for their life if they're pulled over and cops know there will be criminal penalties if they're trigger happy on a bad day or high stress situation.
Cops are employees of the government paid by the people, for the people, all people.
If you've lived overseas for years like I have you know that cops do their jobs in most western civilizations without guns, and they do their job better than we do in the U.S.
