If they for some outrageous reason would still not have stats, ask them to insert Google Analytics and let it run for at least 48 hours. That will at least give a hint. Personally, I would never buy a website without minimum 6 months of stats going back.
I would also use a lot of gut feeling, someone who is not ready to provide stats when selling a website, then I would be cautious about whatever else they have not planned or prepared for. If the seller does not seem ready, there can be a number of things that go wrong and they then refuse to cooperate with you in fixing it once you transfer.
I usually ask to have all the files transferred and setup on my hosting first, because the files in themselves hold very little value without the domain. That way, you and your host can verify that everything is setup, database is correctly configured and once the domain is pointed over the site will start to function from your hosting at once and minimize downtime.

Very good advice from a buyer's perspective.
I tell my sellers to be ready to answer any question about their site or sites. If they can't then it's a real deal breaker.
