They probably looked at it this way...the shooter had already killed 5 officers and had expressed his desire to kill more. If they could kill him without risking the life of another cop then it was a good move.
After 5 men down, they really couldn't or shouldn't have risked one more to attempt a take down of someone with obvious tactical skills. Just obliterate his ass.
