1. 120 compared to 8 millions was used as measure of proportion ih potential. No one thought that Japan had 120 millions back than just like no one wit a little brain would thought that Serbia had 8 millions back in WW2. Even more simple for you : Japan (as you said, I wasn't checking) had 70 and Serbia had slightly more over 4 millions. Was this really necessary to explain?
