It depends on your location and what you are selling.
Digital downloads must be automated -- generally purchased with minimal human intervention. Hard goods (physical goods) are taxable. Software (C2C) is taxable and business users claiming exemption have to supply a VAT certificate to the seller.
Webcam shows are human interactive entertainment -- and exempted.
Digital downloads like videos from a CMS that a customer interfaces with a computer automated program are taxed within the EU.

The buyer in the EU would like to skate on the VAT tax not paying the extra 20% or so I don't know how smaller global, and outside of the EU, 'online' merchants are handling this. Outside of the EU is extra territorial. A lot of US nationwide sellers are adding the buyers State Sales Tax to hard goods purchases. (Like Amazon -- sales tax nexus? IDK.)
