In short it goes back to 1914, and being able to transfer water rights without government say/intervention. It's complicated but in short change means stripping land owners of billions in rights they've paid for & tranferred over the last 100 years.

Though a GOP talking point is it's a gov problem. Keep in mind many corporations own almost all the water rights and even a Republican gov wouldn't change a thing.

no. that's a problem, that's not THE problem. and that problem specifically has to do with farmer water, period.

THE problem is water storage and infrastructure mismanagement that stems from a fucked up state government and there are TONS and GOBS and REAMS of studies and papers to prove this.
